What is criteria for advancing into higher league without winning playoffs?

I need specific details...
a) Who can advance? Only playoff finalists? Any team from regular season?
b) What is more important? Win ratio or point difference? Or maybe national ranking?
c) Anything else you know regarding this subject.

So someone who has 21-1 win ratio, but doesnt win conference (and later final), cannot advance? But someone with 20-2 win rate from another league can?

Bot promotion has always privileged conference ranking, yes. Reaching final or not has no incidence.

Promotion rewards winning the PO. Bot promotion rewards winning regular season.


Can you tell me if i understood correctly?

Team A 22-0 in same conf as Team B at 18-4. Team B win PO so got promoted.

Can Team A be promoted because its rank is #1 in conf ?
