1) You want to utilize ID training as iirc rebounding doesn't give elastic to any of the other big skills. ID however does give elastic to IS and RB. You want to get that to your desired area before going onto the other skills. It is critical to note that as you develop Rebounding, since it is the most expensive skill for the big fellas, it will skyrocket their salary, so proceed with caution when developing rebounding.
2) 1 on 1 Forwards is great for building overall player skill, as it makes for a well-versed player who can do a ton of things. I am of the group, however that is against too much 1 on 1. Teams build 1 on 1 forwards first to A) Gain elastic of OD via high level Handling and

Create a scorer from all levels with it gaining Jump Shot (JS), Driving (DR), and Inside Shot (IS) all in 1 training session. If you have a player who possesses these 3 skills at a high level, great! But if you player has nothing else besides that, it makes for a not as valuable player for your team and the market, as the TL is flooded with such players as of right now. Only you know how much Driving, Handling, JS, and IS you want, so if you think you already have your desired levels of those skills, it's time to train up another skill you want. Or if you still don't have the JS and IS that you want, maybe opt for training Jump Shot (Forwards) as it gives more intimate development to JS and IS versus the 4 aforementioned skills.
