I assume this manager meant in Nations of Europe as there are a bunch of big European nation division II conferences where the average player rating per game of the 8th place conference finisher is equal or better than ANY team in division II of the Nations of Europe.
Three examples (there may be more but this is enough to get the point across) :-
France II.2 where La Fusion in the Big 8 average 13.0 and are last with a 7-15 record (but also with +42 PD!)

C.B. Valdelcubo in Spain II.2's Big 8 averaging 13.2 and having a 6 win season for their trouble

This one is my personal favourite if probably not that of the manager involved, - KONTAK in Italy II.1 averaging 13.8 (more than any of the other 15 teams in his division and better than all but the 3 best ESL teams this season), and going 7-15 (he then sold his 3 highest wage players and I can't say I blame him!)

But
is II.3 the the most competitive second division league in Nations of Europe? Well by average player rating per game, my opinion is yes but it is close!
II.3 has the single highest rating (Team Scooby's 13.0), but II.2 has the two highest averages for teams that didn't qualify for the playoffs (Revolta Culé, B.C's 11.6 and The Others' 11.0 over II.3's Santa Booker (8th place in conference!) with a 10.8 and 10.7 for Ljónin.
Average the averages of the 8 play-off qualifiers and II.3 scores 11.2, II.2 scores 11.0 as does II.1 (a 0.1 total behind II.2) then II.4 is 8.9 which as a team would be good for 12th in II.1, =12th in II.2, and 14th in II.3!
Filter them by player rating divisional position (and ignoring playoff qualification) and it looks like this:

So by pure numbers, it reads like II.3 just over II.2, II.1 a smidge further back, and II.4 in danger of being lapped by the field.
Also the end of season active team rating averages comparison table in the last post is really for me to get an idea of where I might stand if I get moved to a different bit of division II or various other teams get moved here to II.2 (plus where I would need to be to even think of being ESL-ready). You may get the same benefit if you find yourself teleported elsewhere next season for balance purposes or get promoted!
Lastly, Revolta Culé, B.C scored 186 (another divisional scoring record) but unsure whether to count it as post-season AND against a 3 man team!
