Nice secondaries, most trainers will tell you to train 1on1 forwards or guards. I would train od first for the rest of the season. PAS is relatively low potential for NT's, so u21 is not out of the question but forget making a Senior team. Its up to you on how you want to build that guy. You can make him a scorer or a natural PG. His short height will make od training relatively faster. Training his inside skills will also be much slower. He can become your key player in div 4 and 3. When you get to div 2 he may just be a secondary or third option for your team. Depends on how long you are willing to train him. I have seen a scoring type PAS with more or less 115 tsp. I have also seen a more defensive natural point guard go as high as 110 tsp. If i were you reach out to your u21 coach/staff so they can guide you accordingly.
