You only win your conference when you reach the PO Finals.
However, you do have a high chance to promote even if you did not reach PO Finals based on your Win-Loss ratio and PD

Are you sure??? last year many teams arrived 2nd in conference League and not in PO finals are promoted to second division!!

Yes, you need only to scroll up the thread to confirm.

Heaven will have 16 spots but only 8 will be filled with conference winners of Div II. The remaining 8 will be the top 8 teams who did not reach PO Finals but have the best win-loss ratio + point differential
