At any division I'd go for 5 minimum, 9 good and anything above that is cherry on top. I also got a feeling that higher passing than that gets less effective, although my C with 13 PA is in the top 10 assists in our 1st div. It also depends a lot on what offense you run, he started out 1st in assists/game but I've run some offenses that don't utilize him fully.
