It's the highest salary of any one player, not all of them combined. There's no player in this game that you cannot buy with your ranking. The same applies to about 4500 top ranked teams.

It's better to start large than being too strict and having people complaining about this.



exactly. It's the same when setting up police perimeters, start large, and shrink as needed, if you start too small, you could have already made things worse.
