Does the position that player is said to be, effect the training speed? For example my Centre 19 years is only 6'7 so I want to train him in outside skills in order to play as a SF in the future. Will he train slow? Will it not effect?

The position that it lists is based on current skills. The main factors of training speed are height and age. As a 19 year old he will train faster than a 20+ year old. And at 6'7" he will train faster outside skills than 6'8" and taller.

No. But his height and age do, as described in the post above.

What matters that you can control is what position he plays in games during the training week. So for example to get maximum training in JS or JR or OD (you speak of "outside skills") you would have to play him at PG and only train PG's that week. Playing him out of position is something you will see discussed a lot. Good luck.

JS can be trained just as effective in the SG, SF and PF position though as the PG position. And JR is trained at the SG position. Just wanted to add that to keep from spreading confusion.
Quite correct, those are some examples of how the OP would be playing his center out of position and training only players who play at that position for that week, while the rest of the team gets no training that week.
