Though there are exceptions, usually better teams pay more, and even though a better player is not guaranteed, there are better chances of getting him if your higher in the draft order.

It is the same as NBA draft. You give the worst teams a chance to improve. Otherwise, the worst teams will always be at the bottom with no prospects of improving. Sure the top teams may pay more in salary, but they probably get the profit back in the forms of attendance since they are winning more games.
