This is certainly not a thing. There are just so many factors that affect the likehood of a foul occurring aside from the players' "agressiviness", including some randomness. If a player who doesn't seem to be foul-prone fouls out, he was probably just under the right amount of them and/or might have an agressive trait that's not as low on the scale as you think.

The random portion of the calculations is not big enough to be the only cause of a player fouling out every once in a while. If you browse through U21 NT squads, you're likely to find a decent amount of players who have been playing at least close to one full game a week since they were drafted and have never fouled out. In rarer cases, you'll see players who are over 30 years old, have played heavy minutes throughout their careers and have never fouled out, such as (26003892) and (23531618). However, even a player with the lowest agressiveness possible could eventually foul out if he is frequently put in the proper spot, such as guarding a high-level perimeter scorer playing C under Patient offense with really bad teammates. In the same way, it would also be possible to create the opposing scenario to try to prevent the most foul-prone player from fouling out.
