As you have been told already, there are no immediate plans to change this. If you feel there is a better alternative, you can make a suggestion (and no, "stop wage raises for staff" doesn't really qualify as a suggestion).

How about having negotiation periods? At the end of each season a new deal is negotiated (an increased pay rate is listed) You can either choose to re-sign the staff or look for another option.

I have a small recollection that the increase was to encourage the rotation of staff...If this true then have renegotiation half-way through the season (with a more significant increase in wages) or even four times through the year.

It would allow for a more "realistic" handling of staff wages, while (possibly) still meeting the same outcomes as the current system.

This is true...

it is simply a suggestion as to how a balance might be found between the outcome of staff rotation and the (in the opinion of some) anomalous staff payroll situation.

Can I assume it is not likely to be considered?

Year raises instead weekly raises. And in a lower % too.
Like the players raise their salary only per year, staff would also raise their salary per year, but only 1k or something like that. Why would a manager level 5, cost 22k in the start of the season and ends it costing 30k? He still is a level 5 manager, so I donĀ“t understand it.

Oh, and manager could also improved their skill, of course that would cost money, but it would become more real. But the improvement shall be reaally slow, because a player improves quicker than a manager in real life.

I don't see why a manager should improve their skill over time - unless you pay money for training him or something like that.
