I think this advice is a bit too narrow minded. Managers should be aware of the (limited) value of aging players but I don't agree that experienced managers should never rely on old players.
Also, the chances of 1 skills getting both the age drop slots is low, so I wouldn't call it normal, it's an exception but one that can indeed happen from time to time.
