The most common way to go is:

15000 bleachers
5000 lower tier
500 courtside seats
50 luxury boxes

Some people prefer having less than 15k bleachers and add more lower tier around 7k-8k. Something like this:

12000
8000
500
50

The second option is more expensive to build and provides a bit less money than the first in winning seasons but u will see a significant difference in favor of the second option in seasons that u mostly lose so in my opinion second option is the best overall.

There is no need to reach 8000 LT. Due to revenue optimisation it is rare that you get more than 5 500 LT seats sold. If you do you should probably raise your LT prices and get a better revenue from all those LT seaters.

You are free to have more than 20500 seats. You simply won't sell all of them, but you can tune your prices based on the division you play in.

(*) i've got 7500 LTs so i can speak about that

Well, sure about that? I plan to go for 13.400/6000/500/50 and stay under the 20.000softcap. Hope for more income, because when all bleachers are sold, the Fans have to go for lower Tier

I remember reading that fans fill up the expensive seats first, so based on how attendance is programmed, fans would probably choose not to attend than go for expensive ones.

However, depending on division, if you set your prices low enough, you will be able to fill those seats. It's just that those seats might not actually be worth building if they are bringing in similar amounts of money as the 5k one.

Well, when I say something, I do think that I’m sure about that otherwise I would just shut up ;) but I will explain a little bit more:

You will fill over 5000 LT in D3 only in play off at the minimum price. And starting in D2 the percentage of filling tier is not the aim, the aim is money, and you get more money by making LT seaters pay if they cannot then they will buy Bleachers. I saw it done by other players, and started practicing it in D1 where I could not understand why I was earning 10% less than some.

Your choice of 13.400/6000/500/50 is fine for me, I would go for 15000 bleachers for lower division because the way I play is more boom, to D1, and burst, to D4 for/while training draftees. And as I said, I believe that in D3/4 the revenue is maxed by optimizing the % of bleacher and LT filling.

That is what I learned from playing the game. Feel free to try for yourself or better study the revenues earned by others in other division. I saw once a 6k seat theatre earning more than me, at the time, in Austrian D2 with extravagant prices.

I saw once a 6k seat theatre earning more than me, at the time, in Austrian D2 with extravagant prices.

Ok ..but how can you compare when you probably don't know the kind of stuff he is using? :) I was also with 6k seats in 2nd division and extravagant prices (you watched me???hahah) ...but I was also with PR 7 for 40-50k salary :))) If you don't use PR it is not quite the same maybe...

:) no it was not you. PR aside you can see what the earnings are for this kind of arena. And the team i talked about was winning all his games. That helps a lot.

When you watch the arena you can see by tier and you have the price for each king of seat. Therefore you can calculate the income or do a script that calculate the income for you.

For example, your last arena earnings are $169k, $174k and $206k (with 100% occupied LTs and CourtSides)

Apparently PR doesn't help with attendance unless you're facing a boycott or a relegation.
