I have 6 "decent" draftees to choose from, I'm very likely to be 1st (techincally 2nd, but it's bot) pick in the upcoming draft, so I'm facing a tough decision who should be the n.1

Looking for opinions!

The bottom 2 players have high potential, but it seems that they both have quite a few holes in their skillsets from the get-go. (4 balls + B for grade and skills). The rest of players have better grade and skills rating, but they have lower potential.

Go for potential. You can always fix the skills but once potential runs out you are stuck with the guy

Yeah, but if the player's initial skills are too low you won't fulfill his high potential because you'll spend his early youth fixing the skills and when he turns into a decent trainable player he'll be too old. Truth is that only around 1% of drafted players have a proper combination of high potential and skills, 10% have high potential and not so good skills or vice versa while the rest are pure garbage. I hope this will change considerably this draft.

If possible, get some of the 10pt "learn two skills" options. I'd go for the OD one or maybe the JR+PA one depending on your training plans. The letter grades seem to be strictly based on salary, so if you get the OD one you can see if that PF is a stud SF trainee (with 6'5" height, good starting inside skills, and at least perennial allstar potential, that'd be a good get if he doesn't have huge guard skill holes).

If the A+ guy has bad OD I'd actually probably take the B/5/PF. His position guarantees that he'll have at least decent JS+IS+ID+RB. 5 potential can fetch $millions, 4 potential won't. The B rating SF might be all JS with lots of holes in skills SF doesn't pay salary for (HN, DV, PA, IS, even ID and JR...) so that guy is scary unless you do a couple of the 10 pt learn skills options.

I doubt your assumption of 1%. I have trained all different kinds of potential and I always ran out of it, especially when you are starting to jack up the primaries, potential goes to waste like you would not expect.

What are the box scores showing? I read on these forums shots attempted has high correlation with JS and steals have high correlation with OD, not sure about other skills but that could tell you about skills of the 4 ball ability players :)

Another thing: Do higher divisions have better draftees?

Drafts are random. There's no preferential treatment for higher divisions.
