I'd first determine what your final arena should look like, and then decide how you want to build. I'd finish the Lower Tier the last, assuming you're planning on making an arena like Manon (and me for that matter), since at these numbers they have the lowest return on investment. Building the bleachers you want first would provide a return quicker, since you can sell those more profitably for the price that is required to build it.
