My question is simple....

It's so big the difference between coach level 4 and 5????

I want try to hire the 5 level coach , im in IV division on italy

No, it is not worth the price difference between the two levels. Unless you are building a world class player, go for a level 4. Salary 15-16k, purchase price a few dolars.

It depends.
For U21 where we have a relatively short window (3 seasons + the actual one) to achieve the best possible skills set we want, it matters. Same height, starting skills player could have 4-6 skills difference at the end of 3 seasons, which is pretty huge in U21.
If you train for yourself and there is no time pressure level 4 is a good choice.
On the other hand if your financials are OK, you have savings and good weekly income, you can go for level 5. You might want to consider a bit higher weekly salary to reduce the buy out price. Low weekly salary staff are almost always super expensive.

I also don't understand why this was done quietly. An explanation is warranted.

If trainers are cheaper, that's a lot of money now unspent. This has a massive effect on the game going forward, and is not something that should have been done with no warning.

I agree that it should have been communicated in advance, but I don't know about you. But I am usually just getting a new trainer every 2-3 seasons when they're getting too expensive in their salary. So for me that doesn't change much except for the fact that I might now get a lvl 5 a bit cheaper than a couple of seasons ago. And won't have to go for a lvl 4, probably. I haven't followed the marked but I'm pretty sure that you still have to pay about 400-600k for a lvl 5 trainer with less than 20k salary ... right?

Edit: might actually really be less now, having a quick look at the market. So maybe you've got a point.
