Since No one has any idea about power rankings by league.

What about skill levels by division.

It appears most countries don't have more than 4 divisions.

What would you say is an average skill level at each division.

Say Passing as it affects every position. In Division 4 is respectable an above average passer. Or is Strong a minimum to promote out of D4.

Maybe respectable is a must for a center in the NBBA. What would you guess is the range of all star to unpalyable in your division.

Passing is a controversial one to some. I know a lot of teams that put very little weight into it.

In my experience in the NBBA anyone with 14 or more passing is going to be among the best passers. I like to make sure all of my players have decent passing, especially my bigs as it is super cheap on their salary. My C was at one point leading the league in assists until he was put into more of a backup role. I think the type of offense you run also impacts how much passing you need.

Way back in the day when I was obsessed with this game I used to rank D4 leagues. But it was pretty useless, I think.

It just took too much effort and upkeep. Teams Bot out, or manager in, possibly active possibly jot, so frequently, that ranking the lower divisions is almost an hourly chore like a stock exchange ticker.
