So there are 5 positions :-
1. Point Guard.
2. Shooting Guard.
3. Small Forward.
4. Power Forward.
5. Centre.

This is relative because every player has different starting skills. But assuming that all the skills are at an equal level, I would always start with OD because defense is one of THE MOST important skills in basketball. If you suck at defense, then you're gonna get no where.
But if passing is like as low as awful/inept, then I would train passing first, maybe to respectable or so, because OD single position training requires a player to play as a PG, and obviously you wouldn't want an awful passer as your PG (unless it's a scrimmage etc).

What should be the order of skill as general, season wise for training a point guard for u21 national team ?

Just looking at the guard skills, I would rate:

1. OD
2. passing
3. JS
4. handling
5. driving
6. JR

But some skills are equally important. But yea this would be my order of priority in training.

Basically skills that have less importance compared to the primary skills. Obviously having a high JR is good, but that is a secondary skill for bigmen, since they don't take long range shots very often.

Here I'm neglecting the guard's skills as secondary, and considering the IS, ID, RB and SB as secondary skills. If so, I'd say ID and IS are the two most useful skills for point guard.
