Different incomes are not rules. Bringing in a rule knowing it will advantage some countries over others is entirely different.

Do you see it unfair that the most competitive countries receive better income? I think it's the most normal.

Not necessarily... it might even spread those players around more teams, depending on how it's implemented.
One of the purposes of a cap is parity.
But to your point, that might be accurate too... the implementation of the cap and the salary formula might have to be figured out in tandem, rather than separately. It really depends on the values and such.

Yes I think NT scrimmages should be excluded from the statistics. They are not relevant
