As my BB colleagues say, there can be two caps, a hard cap and one with exceptions where trainable players would enter.

We could add a luxury tax.

Another factor that could be added to the Max cap and Min Cap is to make a League Ranking.

For example: Spain is the country with the most successful clubs in international competitions. Its Salary Cap would be $1,200,000 per month and therefore its box office income would also increase by the same % of the salary cap.

And if Venezuela is the country with the least successful clubs in international competitions, its Salary Cap would be $800,000 and also its box office income will not receive any type of Bonus.

To repeat what was correctly pointed out earlier, this needs it's own thread, it will be broken up by other real minor suggestions.

One huge drawback for me is that if you have caps that are different in every league, which sounds logical, then the BBB will no longer be between teams playing by the same rules.

Fixing that by perhaps exempting BBB teams would be impossible as then national leagues would be between teams playing by different rules.

But it is that the sport itself has always been like this, not everyone plays by the same rules.

Countries with greater audience and competitiveness always have better income.

Different incomes are not rules. Bringing in a rule knowing it will advantage some countries over others is entirely different.

Do you see it unfair that the most competitive countries receive better income? I think it's the most normal.

Not necessarily... it might even spread those players around more teams, depending on how it's implemented.
One of the purposes of a cap is parity.
But to your point, that might be accurate too... the implementation of the cap and the salary formula might have to be figured out in tandem, rather than separately. It really depends on the values and such.
