That's not how the boycott penalty works.
The season is three separate round robins, which are the thirds of the season represented in the game rule.

At the end of the first round robin (after game 7), if you went winless in the round robin then your fans will boycott you, based on how much cash you have on hand, as specified in the game manual.
Over the course of the second round robin, every time you play a home game (regardless of which games you win or lose), your boycott amount is reduced by 3 percentage points (if you had a 12% boycott before a home game, you'd have a 9% boycott after). At the end of the second round robin (after game 15), if you went winless in cross conference play, your boycott will be increased -- if you had 6% boycott left over from the first boycott and have $3.5M in the bank, that would ADD 18% more boycott for a total of 24% boycott at the start of the third round robin.
And then the reduction of 3% per home game played would continue during the third round robin, and then at the end of the regular season the boycott routine checks to see if you won at least one game in the second time through conference play and adds boycott as required.
