It might be on the smaller side for a D III team, but it should be fine if you can promote. I wouldn't recommend tanking the playoffs, unless you are just trying to get better training minutes for key trainees. Anyway, I find it better to promote, even if you drop back down next season. In the worst case, you would hopefully find a decent player to train or sell in the draft. Also, if you price your tickets right and stay close to the salary min, you will have a boatload of cash that you can spend on your arena or improving your team for your next run through D IV.

I actually like the size of your arena. I think it is definitely suitable for D.III. You team does need work, but with your arena you will make a decent amount of money to revamp your team. It is definitely harder to promote out of a league than to try to stay in one in my opinion. Try to promote! You will be glad you did. Also you need to keep your players in better GS.

When you promote you will get a great deal of cash from your arena incomes and promotion bonus.
Personally I have a goal of promoting every other season if possible. I would suggest you follow that strategy.
BTW you have some awesome trainees with very high potential! Good for you
Your arena size is very big for Div IV so its a good size for Div III. Check my newbie guide if you need ideas for Div III.
