Divison V.25 is considered the same level as all of the divison V leagues. some of the leagues are more competitive, but usually in most division V leagues you will find 2-3 good teams that really have a shot at winning the championship and promoting. You move to division IV which is the next highest division by either winning your championship or doing really well and replacing a bot in division IV.
