With my advanced trainer and Furman as the main focus, it seems pretty easy to come up with a schedule that leads to, just before the end of season 29:

Furman is mere 9 pops away from PF-perfection (while some of his stats are already above it) and almost capped out. Antuma still has a teeny tiny space to grow, but is still 20 pops away from C-perfection and already earns double - yuck! As you predicted, Leal caps out a year earlier and remains only a slightly better player than Antuma, but luckily on the cheap.
