There are no human teams in Div.3. So it is impossible for you to demote from Div.2.

30 is possible I know in Hong Kong they got a ton of players by posting on real local basketball web sites and promoting the game there as free, fun and easy. Those sites were already by their nature full of people that liked basketball and computers. Better to try and attract basketball fans than serious gamers who are all playing NBA2k11 now.

the number of users in Japan is growing slowly,
but I believe after a few seasons you will be able to get third class and fourth with bots

But it is better to have a few but active users
For example in greece we have 2400 users but it isn't the real number of the active users
