In terms of rank or stature, there is no difference between V.1 and V.100 Some leagues are stronger than others, but that has more to do with the teams that happen to be in that league, than a ranking system within the Level. So all level V teams are on par with each other in terms of level, and the only place to promote to is to Level IV. It's a random process that determines which league you are in, and will be in assuming you promote.

Divison V.25 is considered the same level as all of the divison V leagues. some of the leagues are more competitive, but usually in most division V leagues you will find 2-3 good teams that really have a shot at winning the championship and promoting. You move to division IV which is the next highest division by either winning your championship or doing really well and replacing a bot in division IV.
