no, the bigger potential, the bigger is salary cap, of course, you can't train 30 year-old even if he didn't hit his maximum

a 24 year old will train slowly but if he is already good and already a starter for your team then every pop will be of great benefit
the down side is that you could be getting more pops out of a younger player however my star player is 22 now and i am sure i will still be training him when he is 24 but i will probably get some younger backups

It won't be a complete waste of time but you must bare in mind that he will train a lot slower than the younger prospects. Instead of 2-3 weeks for a pop doing 2 pos training, you are probably looking at probably 4-5 weeks for a pop at that age which for the purposes of training is not very effective.
