I doubt it manon. hall of fame or 1-2 level below that is were you can create dynamic small forwards. it will cost a lot to do, plus holding the salary

Do you really know what do you want to do with this player?

First of all you posted again this player and you said you want to create him like this
14 4
13 17
19 11
16 13
13 4

and now you change mind and you want,he became
14 4
15 17
18 11
16 16
9 4

+2 OD,-1 Driving,+3 ID,-4 Rebound

And also if anyone will suggest you how to train him (as i did in previous posts) you will do your own plan and you will disagree with other suggestions
So...you want just conversation and NOT Advice

How much SB is enough to make SF top defender?

I have one very promising SF that would get to 15/15 ID/OD with ease. He is hall of fame potential so he can also go higher. However his SB is currently 7 ( both defences are at 12).

My doubts to these players are the range ... you don´t have range at all. And that weakness take a lot of his potential away to be a really good player.

Compare my build to that player. Seems to do great without JR/SB/PA. Rating of 16.5 from primarily the SF position. 60% shot in Div 1. 60K salary.

I'll take your advice and probably not pay as much attention to ID in favor of IS. I want him to be a decent defender but primarily an offensive machine from the SF position.

Also...he already has 12 JS. Granted with such low range it is kinda wasted, but at the SF position I don't expect him to take too many long range JS.
