Everyone knows how bad the current draft system is so I want to propose a new way.

Biggest flaw I see is bid wars for purchasing better scouts plus salary raises etc, as is for less wealthy and newer manager in the TL it's very hard for them to buy players or staff.

Even for knowledgeable players it can be hard
