but don't people use more JS on their sf's? So, shouldn't you have higher od?

OD seems to be the general consensus. I like a balance though, so I would probably have 12/8. However, I also think that shotblocking has some importance at SF. I'm not saying I have a lot, but it is at least 7. If I had 30 points to distribute between those skills it would probably be 13/10/7

THREE PLAYERS:
would you rather have 12 OD/4ID or 11/6 or 9/7?
First player
has 14 JS/ 7 IS
Second has
10/2
Third has
13/7

Maybe but with the focus in bob still heavily reliant on LI I think 10-10 would be fine because the SF would be driving more instead of taking jump shots. The most OD I would go would be 11.

If I understand your question correctly, I would like to have the guy with 9/7 OD/ID and 13/7 JS/IS. If the first player has 12/4 OD/ID and 14/7 JS/IS, he wouldn't be bad either.

OK....Let's forget about the 20 point thing for a second...it is too low.
Let's do 28 points, that is more realistic for a SF....
Until they do something about the power of LI, I would want a 13 OD and a 15 ID, too many people start PF's with juiced up IS at SF now.
Now if things start changing and people start to run SG's with Inside skills or real SFs with JR, I would want 16 OD and 12 ID.....

I can understand why you need 28 points, because you're in JBBL.
But if you're playing in D3, then I'd say 20 points are good enough. Maybe you'd prefer 9OD and 11ID (or similar ratio to 13OD and 15ID), because of defending "Look Inside" strategy.

Depends on the level of competition you play against and the players they field on SF. If they play mostly with guard-like SFs, which should be the case in lower level play, then your SF should have more OD.
If 90% of the teams in your league run LI offenses with inside SFs, like they do in the highest divisions, then ID and SB are important as well. Of course, OD defends against driving, so it's still very powerful.
