Well pallstar means he is not capped yet but may be his passing is at its lowest sublevel, next week you'll definately get a pop. For pa, ha and dr age dosen't matter much that is why it is alway recommended to train rest first.

What is lowest sublevel?

i am sure he wanted to say that the skill of your player is at highest sublevel (and not lowest).as far as the training speed is concerned,i think that the training speed of a 24 yo player is about half that of an 18 yo player.

All skills will train more slowly in older players. For example if passing takes 2 weeks to pop in an 18 year old it may take 4 weeks in a 24 year old and 6 weeks for a 28 year old (numbers made up). The pay back is that you get to play a better player in your league game and that the return is better, as it is better to get one pop on your best player than two pops on your worst.
