There are four older guys ahead of him in the line-up for BIG positions. 2 are 21 and 2 are 20. Currently their inside skills are much better. The worst of them averages +2 across those skills. You would have an advantage on the secondary skills but need to catch up on the inside skills.
You also have Asano pushing Tsunami as well and his secondaries are better.
I think Tsunami will start seeing more time next season. Be patient. If you keep pushing his training he will get there.

Adding on...
The two 20 year olds ahead of you are within striking distance for both Tsunami and Asano. So a good possibility both of them could get to starting roles if they grow quickly.

Right now at SF he has at least 2 guys ahead of him who are both 20. And Fukushima is much better at SF. If you want to make him a SF then focus on improving him at JS, OD, DR, HD.

He's not, remember that Tsunami is just 19 so he is naturally behind the older players in his development. I'm confident his position on the team will improve as he grows and gets older. that is why I added him to the team early.
The player who is starting there now is ahead of Tsunami in 7 different skills, and its all the skills that are important for the SF position. The backup player at SF is ahead of Tsunami in 5 of those 7 skills, and in three of them the difference is significant.
Just be patioent and keep focused on making him better.
