Elastic effect occurs as a result of the relative difference in the skills. For example, consider a center with sensational IS, ID and RB, and say his SB is only respectable. Since SB is waaaaaaay below other skills, when training SB there is an elastic effect and it will be trained at a quicker rate.
The opposite is also true. If a player has respectable IS, ID and RB, and his SB was sensational, training SB will be slower because SB is waaaaaay higher than other skills.

Cross training is completely different from elastic effect (at least that's how I see it). Basically some fraction of the training goes to training any random skills. So you may be training stamina but a player could pop in JS as a result of that fraction of training being used to train JS.

first of all the question should be what should be the starting skills for a PG as every player has different skill set.
but i can suggest a training plan for a PG who has a decent skill set.
at 18,i would first start by training him in handling till proficient or prominent.this will result in one or two pops in driving as well.apart from that it would also increase elastic effect on other skills which will increase their training speed by a bit.then i would focus on OD and train it to somewhere about prolific.but during the all star week and the playoffs(if my team looses),i would go for 2 pos training of JS.when his OD would reach prolific i would go for rotation of passing and JS training.
so when he would celebrate his 20th birthday,his skills would be somewhat like-
JS-9 JR-7
OD-11 HA-10
DR-9 PA-9
after that he is like a plane paper and u can train him in any way u want.just pump his OD to tremendous and then rotate the training of handling,JS and PA for the rest of the season.
so at 21 he would be like-
JS-10/11 JR-7
OD-13 HA-11/12
DR-10/11 PA-11
then for the age of 21 u can train him is JR and then focus on his secondaries (mostly IS).
apart from this i would recommend that if uwanna train ur guard for JS and driving then it would be better if those skills are trained as a forward.that would give a bit more percentage of training on inside skills as well.

Okay so I have a player - his position listed was PG. But after training this week his position is listed as SG. Why does that happen? One of his skills popped this week to proficient. Would that pop cause the position change??

The listed position is the position at which his salary is the highest and that's all it means. So the listed position has really no significance if you ask me, so don't worry about it :)

The "official" position is whichever position is highest in salary but you can still play him wherever you want. Buzzer-manager has a salary calculator which shows the salary at different positions.

He popped in a skill that was more important to a SG, didn't he. It was probably a pop in JS, OD or JR which are all skills which increase SG salary more than PG. This player is probably better as a SG than as a PG.

yeah he popped in OD. My other trainee popped in ID.

You have gotten excellent answers and as said it is a guide only. I have a SF on my team, Marko Sperbert, who I can play as PG, SG, SF or PF. My PF Lawrance I have played as a C, PF, SF and even SG. My SG Vallo Tammela was for a long time playing every game at PG. My C Garth Larbi mostly plays PF but does some C and even was a SG once this season. My SG Kumar has played more PG than SG and done a lot of SF. While doing all this I have only lost one game for the season. So as you can see the positions are a guide (as said they are technically at which position their salary is highest) and nothing more. You can play anyone anywhere if it is the correct call for the tactics and matchups.

What are the main skills required for training a sg and what should be my plans for training a shooting guard ?
