Yes. I dont think JS is really linked to anything in regards to elastic effect. You dont want to go to high before going back and training other skills though. You end up stretching that rubber band out too far and it will really slow down the training. When starting out with a trainee, take handling (I prefer one on one forwards for the IS) to prolific or sensational, then move on to OD or JR to the same skill, then bring passing up last (age 20 or 21, it still pops at around .8 or so). At this point, you can decide what position you are building for. It really works for any position, just dont continue as high for certain skills for SF or PF.
Take my first trainee listed. I think he had 49 or 50 skill points to start. Not elite but they were in the right places. If he had more potential, given his age, it would be conceivable to hit 130 skills points by age 27 (he should pop JS and IS both in the next few weeks along with DR and HA before season's end). I will try for one more pop in IS to get him to sensational since it counts very little against his cap. I also know through OD training that he is probably around halfway through his sub to pop in ID, so I will probably pop that and then try another round of elastic training on passing until he caps. I think that would be wondrous but I dont know his cap sublevel of potential 8 so its a wild guess there. However, even with Superstar potential, he should finish with 120 skill points at the end of age 24 or early age 25. This isn't overly elite since he wasnt a primo trainee to begin with and 3/4 of his training was done with a level 4 trainer (I have had a level 5 for about a season and a half now but I am not exactly sure why), but they will be pretty nice guards in the end considering the price paid.
edit - Not claiming to be an absolute expert on training or elastic effect. These are my own experiences. There are posts and guys on the offsite that know a lot more about it than me.
