I can see that you've each had different experiences with TiE. The effect of TiE in the new game engine is on average lower than before, but for some combinations it will be more important and some combinations less important. In the old game engine, TiE had a direct effect upon rebounding and defense. But perhaps here is another way to think about what we've done with TiE. The numbers below are made-up, but they're approximately right. In the past, because the random factor was large, if you had a 30% chance to win the game on a normal, you might have a 20% chance to win on a TiE, while if you had a 75% chance to win on a normal, you might have a 40% chance to win on a TiE.Now, if you had a 30% chance to win on a normal then a TiE is foolish and you might only have a 5-10% chance to win, but if you had a 75% chance to win on a normal, you might still have a 55-60% chance to win on a TiE. So it's not that it's particularly harder or easier, but rather that it with the lower variance, it's more important to choose TiE in the right spots.
