I like this. I also think removing the TV contract money for the week and maybe even not giving them any training in the week could work also.

The one exception I'd leave in is that if a team gives up a forfeit, goes bot and then gets a new owner, that owner shouldn't suffer the punishment for the previous owner's forfeits.

I have said many times I think taking away the TV money is a good punishment and logical. Will the TV station really pay for a game that never happened? Maybe they can also fine them the amount of the other team's TV money as well.

Also consider the attendance money lost by the home team for forfeited road games.

Have you ever tried to dress 3 players who didn't want to be dressed? It's pretty difficult without assistance.
