JS by far...JS also trains and JR a little every time
and ofcourse JS is the attribute that really counts for shooting.
and i think JR 9 is good enough...JR 7 will give 1-2 random pop ups till the end of season if u keep training JS

JS and JR really complement eachother. There is no point having good JS if you can't hit it from range and vice versa.
Having said that, the best thing is to try keep JR about 80% of JS so at 9 JS a 7 JR is about right.
