That is an annoying bug that seems to happed far too often. Please file a report in the bugs section. The best thing I find is to log out and log back in and if still not working shut your PC down and then restart it. Sometimes no matter what I do it wont fix itself and I just have to wait. Annoying but fairly uncommon.
Don't do any scouting until after the all star break. None! After then someone will tell you how to do it. But if you are really wise you will hold off all your scouting points until after the final regular season game of the season. But it is hard to do I know...
