But he's still got a good shot in the B3 to advance and he's got HCA in his league by 2 games. Yet he's listed half his roster (all overpriced, but still)...I'm so confused.

Yours is still tough, especially away. But his B3 record isn't good, and he plays odd tactics in the B3. I'm not sure how his ratings are so inconsistent from game to game.
