This is relative because every player has different starting skills. But assuming that all the skills are at an equal level, I would always start with OD because defense is one of THE MOST important skills in basketball. If you suck at defense, then you're gonna get no where.
But if passing is like as low as awful/inept, then I would train passing first, maybe to respectable or so, because OD single position training requires a player to play as a PG, and obviously you wouldn't want an awful passer as your PG (unless it's a scrimmage etc).

What should be the order of skill as general, season wise for training a point guard for u21 national team ?

Just looking at the guard skills, I would rate:

1. OD
2. passing
3. JS
4. handling
5. driving
6. JR

But some skills are equally important. But yea this would be my order of priority in training.

Basically skills that have less importance compared to the primary skills. Obviously having a high JR is good, but that is a secondary skill for bigmen, since they don't take long range shots very often.

Here I'm neglecting the guard's skills as secondary, and considering the IS, ID, RB and SB as secondary skills. If so, I'd say ID and IS are the two most useful skills for point guard.

Well shorter the better, there is no doubt about that. So the question would rather be like...what's the height at which a player shouldn't be trained to be a PG?

There are really nice PG who are tall enough to be trained as a bigman. So really there is no right answer, but I would say a player with height 6'9" / 206 cm or higher shouldn't be trained as a PG.

For PG, I would train on the basis of age. Training mainly depends on skills here.
For an 18 year old, it is best to train skills that take time to train which are mainly OD and JR. Then JS and passing should be trained. Finally driving and handling can be traimed when the player is about late 20-21.
I believe that the skills in order of importance, not training order go in the order:
1. Passing
2. OD
3. JS
4. Driving
5. JR
6. Handling
As driving and handling are bot very important and easy to train it is best to train them last, especially for the U21 team. Though I don't consider JR to be that important, it and OD train slowly so it is best to train them first. OD should be trained more thlhan JR. Passing and JS are extremely important primary skills so they should be trained.
After 21 the skills should be rounded up and improved in all areas especially JS, OD and passing.
