The gap between large and small countries, if we are going to base from the number of users playing the game, is wide. Perhaps it'd be helpful if we give random nationalities to Utopian players so that the training their managers spent to their players will not go to waste. It will also give small countries to compete and have some of its players being trained by an experienced manager.

Another thing is the naturalization of players. There should be a criteria of doing so. My proposal is that a player is eligible if he or she has played for more than 450 games in a country. One naturalized player per country also.

I think weighting the randomness (is that still random) towards the smallest nations would be an even better idea.

I'm with Perpete on naturalisation. Not really a fan. Though I do concede that 450 games is a lot.

Or, take the rookies double nationality - Utopian and country main club.

And, to change the nationality, pay a tax.

Are 2 ways to tax:
- by potentia - fixed taxl
- by salary - 200x the salary player [200 times and not percentage]

So, rookies with 6k salary have a tax to change country of 1,2 Mi.

Other rule is you only change the country on your season rookie.

After this, or block or multiplie tax to 2x, 4x and 8x [to 18yo players on draft]

The naturalization can work like in FIBA. Each team can only have one naturalized player and cannot have played for his National Team.
Then it would not be much of a deal, but can make a difference in tiny countries.

Okay then. I agree with the veto.
