Can a 6'2" 19 year old PG with inept JS/JR get it fixed in long haul (has great secondaries) or would it be a waste of time to train up

It depends on your final goal and potential, but I don't see why he shouldn't. You still have 12 training sessions at 19yo (including tomorrow's).

So my suggestion would be to set a realistic goal based on the potential and see if it's achievable by using a training simulator. They are not perfect but will give you an idea.

Coach Parrot is the better option for me. You should be able to mold the player as you wish and obtain a pretty good final product.

Keep in mind that there is a thing called 'Elastic Effect' which is the impact that other skills have on the skills you are training. For example JS trains faster if DR/HA/IS are high, JR trains faster if JS is high (you can see this in Coach Parrot, sheet "Coeff", range A245:K255). Usually there is a pretty logical argument for training 1v1 (DR) first and then to go with the skill that train faster or where you have a larger gap to fill based on your target.

Keep in mind the most important skill for a guard in this game is OD.
