It depends on elastics situation on DR and HN, I'd think, so the relative value between the skills and the trainer level.
No secondary pops in a season in HA/DR sounds a bit strange, but if they had a very low sublevel to begin with it's possible that they are close to a pop, or have high sublevels, now.
You can always check what Coach Parrot gives you as secondary skill gains in OD and JS training and check if they are below 0.06-0.07.
