It is possible. just look at the examples above. I started in season 26 and had the same question (of course with another divI, but also in a large country) and now I find myself in a position where I think I could go to divI, if I shop a strong defensive guard and focus on the league for one season (probably season 35, my tenth anniversary).
It is important to have a plan and (imho) to train. If you train smart you can train players for three positions at the same time. it takes a long time, but you can have 3 multiskilled players who will make your way to divI much more easy. I have almost completed my training and I have 3 players with around 125TSP who can play C or PF, PF or SF and SF-PG. It helps a lot. also financially, because they give you a lot for very cheap money. If you want to go to divI i advise you to think about where they will cap. because I have the problem at the moment that I would give them one or two pops in there main skills more but I cant.
also a good arena should help. I have a guy with a ridiculous small arena in my league and he makes 80k less than me per week with his arena income. but setting the right prices and winning road games is more important (he still isnt the one with the lowest income)
well thats the two main factors. one other would be: plan when you want to attack. sometimes you have a very strong team demote into your league or an old team with a lot of money. If you see this happening and dont see any chance of going to the finals, just chill, save money and train (see my s34 until today:D ), and if you the an opening go for it...

Manage your income!!! So build as fast as possible your arena.
Find 3 trainees at least superstar level within 2 seasons.
Train the trainees as all-round as possible. 10 season training plan.
Get a decent staff and keep an eye on the cost.
Make sure that every week you have a profit of at least 100k.
Buy the rest of the roster smart after season 4. When your trainees are ready for the next level.
Smart roster is a starter now, that can be a back-up 2 levels higher.
Buy young players, that you can sell ater a couple of seasons without a big loss.
And most important STICK to your PLAN! even when you have 1 or 2 seasons that it doesn't go as planned.
