Would you rather have a 19 year old prospect with 5 star rating and 4 ball potential

OR

An 18 year old prospect with a 5 star rating and a 3 ball potential?

19 year old with more potential. 19 year olds are more valued now that they can have strong skills in the draft, so always go for more potential unless you have a very bizarre situation.
