does potential change how fast someone learns or does it just effect the maximum amount they can learn?

Firstly it effects the maximım amount of skills they can learn. But as far as I know there isn''t an exact limit for skills. So when the players skills is about the reach to top his traning speed decreases dramatically. As far as I know that is the way how potential works.

The second one...Potential effects the maximum that a player can reach

Example
If you have 18 y.o superstar and 18 y.o role player...If you train them they will skill up with the same speed,but the maximum salary that role player can reach is around 11k
So if they will have 11k salary the superstar will continue to skill up normally but the role player not because he reaches his max

2. 6th man: 13-15k
3. Starter: 23-26k
4. Star: 36-44k
5. Allstar: 47-70k
6. Perennial Allstar: 88-110k

That was sticky in Greek so i translate it...This research was years ago...Now salaries differs a bit (ex.find allstar with max 72k salary).But it is still usefull
