In my experience it is (handling + OD) of the defender vs (handling + passing) of the player with the ball.
Thus, defenses that increase pressure / OD rating should produce slightly more steals and a C with decent HD and OD should be quite good if the person he defends has poor HD and PA even if his skills are much lower than e.g. your PG.

In case that the opponent is poor in handling and driving, whereas your players are good at handling and outside defense, then probably the opponent would turn the ball over and over, while your players would get more steals.

Most of the steals come from PG position, who possibly is good at OD and handling skills.

In general, steals depend on the difference in driving skills, OD and handling skills between the opponent and your players.

Why would the defender's handling matter? Is it to coral the ball after knocking it loose using OD?

My hypothesis is that they usually foul while recklessly trying to block shots or steal from dribblers, hence they'll achieve a lot of steals and blocks if their defense (and SB) are better. Wonder if anyone noticed this as well.

The steals/fouls while attempted stealing I've definitely noticed. My guys in particular tend to be even more fouly against crappy players, too, since I imagine that there are more opportunities to try to steal the ball from them. Include standard "small sample size/anecdotal evidence" disclaimer here. ;)
