When will we be able to scout the new prospects? I have not yet been able to.

I haven't been given the option to do so, either. The reason might be that the BBs have to do more than usual during the All-Star break.

It wont change anything?? tomorrow i have a game against a guy with which ill battle for 2nd pick, so i need to know if i should tank and get higher pick and demote or stay in league and get 3rd pick:D

I'm guessing the servers are too busy to do that process? Strange, considering how active managers number is dropping fast.
