Under the title "The general manager is doing everything he can to try to improve the team" I'm typically getting 1.5 stars or less despite consistently keeping my team at the top in my league.

Do I have to be more active in the transfer market?
Do I need to invest in the draft?
Do I need to promote?

What are the things that raise that?
It doesn't seem to affect my overall rating much but I was just wondering why it's so cotton pickin' low all the time.

try not to over analyze the fan survey - it is designed to give you a rough indication on your future fan attendance
you are about 80-90% from selling out your arena - 11,470 seats

you can max out all the survey questions with 4.5 - 5 balls and still get a poor fan attendance

the game manual might suggest that you bring in new players to counter that survey - home grown talent or international players

if you are getting the desired result in attendance then the survey can be ignored

Thanks for the answers.

I have been upgrading my arena slowly but I don't dip into the transfer market much if at all.
I'm still selling over 90% of my seats and bringing in good income, but I was just wondering if there was a way one could max out each question.
Apparently not.

If the income and attendance are good, who cares about what some people think you're doing to improve the team

I have added a couple players over the course in the past season who are currently my two best players, my "The general manager is doing everything he can to try to improve the team" rating has been between 3.5 and 5 balls most of the season.

I will note that I agree with your strategy, I am slowly improving my team as my SF training would become more difficult if I go all in for D3, so I keep plugging away at my arena and focusing on training my team (I have two trainees and a handful of guys who can get the extra little boosts in training once my two trainees get 48+). Hopefully my main SF will be ready to make a run at D3 in a season or two.
