I understood that should a team be inactive for more than 6 weeks, some players from this team would be retired and put in the transfer market. Also, should the players be fired, those players might have a chance to be in the transfer market.

However, do they have second chance if no one make a bid in their first retirement? I feel sad as I saw some quality players retired.

Shall the system be revised or updated? Say, the bid value would be 10 x weekly salary (or $1,000,000 max) for the first time retirement; In the second attempt, their bid price would be lowered down to 5 x weekly salary (or $500,000 max).

It is quite sad because many of these players have families to support and bills to pay and they won't earn a paycheck if they don't get pickup up by a team.

I'm setting up a players union to deal with this issue.

Although the BBs didn't state these reasons, the rules were put in place to eliminate "mono-monster" big men, as well as to thin out the player market as the BB userbase has been shrinking steadily for some time now (it's about 30% smaller than it was in 2010).

Anyways, if a player doesn't sell for 10x his salary, he's a poorly built player and he shouldn't be in the game. There are better ways to solve the problem of inefficient players dominating the sim, but the BBs went for the quick fix to avoid altering the sim, so whatever.
